"Advancing Press Freedom and Media Growth: President Bio's Commitment to a Free and Open Society in Sierra Leone"

Since the restoration of multi-party democracy in 1996, successive governments in Sierra Leone have pledged to foster a free and open society by abolishing the Seditious libel law, which was part of the Public Order Act 1965. This outdated law posed a significant barrier to journalists' ability to carry out their duties, resulting in many journalists facing imprisonment. The Sierra Leone Association of Journalists (SLAJ) tirelessly negotiated the release of these incarcerated journalists with the Criminal Investigation Department (CID).

In 2018, President Dr. Julius Maada Bio, true to his campaign promises, took decisive action to liberate the media ecosystem by repealing the oppressive libel law. As a result, not a single journalist has been imprisoned for their journalistic work during President Bio's first term, and this positive trend is expected to continue in his second term. The media landscape has flourished with an increase in the number of newspapers, radio stations, television channels, and the emergence of citizen journalists on social media platforms.

Recognizing President Bio's exceptional efforts in promoting press freedom and fostering media growth, the Sierra Leone Association of Journalists (SLAJ) honoured him with the title of "champion of press freedom" in 2021. President Bio has been instrumental in strengthening key media-related legislation, such as the Independent Media Commission Act and the revised media code of practice. He has also facilitated the First Investment Conference to attract private investors to the media industry and provided substantial support to SLAJ.

Looking forward, President Bio's 2023 manifesto renews his commitment to advancing the principles of a free and open society. His government aims to empower all citizens to fully enjoy their constitutionally guaranteed freedoms, in line with the best democratic practices. To achieve this, the government will continue supporting SLAJ and will focus on developing and assisting community radio stations across the country.

To ensure a society free from fear and intimidation, the newly renamed Ministry of Information and Civic Education (formerly the Ministry of Information and Communications) will play a vital role. Over the past five years, the ministry has implemented various successful initiatives, including annual Media/CSO retreats across all regions, town hall meetings, and improved communication with the public through social media. By the end of 2023, the government aims to reach approximately 3 million social media users.

In the next five years, with a greater focus on being people-oriented, the Ministry of Information and Civic Education envisions enhancing the relationship between government functionaries and the citizenry, fostering an even more positive and inclusive experience of governance. Collaboration with civil society organizations and the media will be prioritized to promote responsible journalism and a conducive environment for civic engagement.

Overall, the government of President Bio is dedicated to upholding freedom of expression, strengthening the media landscape, and promoting an open and inclusive society in Sierra Leone.
