"Human Rights Commission of Sierra Leone Raises Concerns over Election Violence and Hate Speech"


Concerns have been raised by the Human Rights Commission of Sierra Leone (HRCSL) regarding recent instances of violence and hate speech that have occurred during the ongoing election campaigns. In line with their Elections Preparedness Strategy, the HRCSL has been closely monitoring the activities of political parties and their supporters since the start of the campaign period on May 23, 2023.

While the majority of political campaigns have remained peaceful throughout the country, the HRCSL has documented several incidents that have disrupted the enjoyment of human rights. One such incident took place in Moriba town, Rutile, Bonthe District, where clashes occurred between supporters of the All People’s Congress (APC) and Sierra Leone People’s Party (SLPP), resulting in alleged attacks by SLPP supporters on APC supporters. In another incident in Mile 91, Tonkolili District, campaign banners belonging to the SLPP were destroyed overnight, leading to retaliatory actions by APC supporters and subsequent violent clashes.

Tragically, on May 25, an APC supporter was allegedly killed by a fellow party member following a dispute after a campaign event in Mile 91. The Sierra Leone Police (SLP) has initiated an investigation into this incident. Additionally, there have been reports of campaign disruptions and politically motivated violence in Moyamba Junction, Koidu town, and the Bonthe municipality.

The HRCSL has also expressed deep concern about the dissemination of hate speech and inflammatory messages on social media platforms, specifically targeting political opponents and threatening the integrity of the electoral process. These messages contribute to division and undermine the peace and security of the nation. Videos and audios have identified Paramount Chief Members of Parliament, political candidates, and other individuals promoting violence and making inflammatory statements.

In response to these incidents, the HRCSL is calling on all stakeholders of political parties and citizens to refrain from making incendiary statements and engaging in hate speech, as these actions have the potential to destabilize the political climate and compromise the integrity of the electoral process.

The commission emphasizes the importance of maintaining peace and respecting human rights throughout the elections.

Furthermore, the HRCSL urges the Sierra Leone Police to conduct thorough investigations into all reported incidents, ensure that the perpetrators are brought to justice, and guarantee the safety and security of all citizens, particularly electoral officials.

The commission also appeals to the Electoral Commission of Sierra Leone (ECSL) to take proactive measures to prevent campaign disruptions and address concerns regarding the burning down of the SLPP base and threats to the ECSL office.

As election day approaches, the HRCSL reiterates its commitment to its mandate of monitoring and documenting human rights violations. They will continue to collaborate with stakeholders to ensure a peaceful and inclusive electoral process in Sierra Leone.
